the government should move fast to alter article 291 of the charter to open the way for the charter drafting assembly (cda) to be set up, former acting leader of the defunct thai rak thai party chaturon chaisaeng said on sunday.

mr chaturong said the cda should be set up before the end of the current parliamentary session, about three months from now, otherwise the constitutional amendments will not be completed in one year as the prime minister had declared.

the government should at this stage aim at only changing article 291 to get the cda to consider changes to the charter to make it more democratic, he added.

if there are other points that need to be rewritten, government mps can later on proposed them to the cda for consideration, mr chaturon said.

songkran chairit, 38, chief of moo 8 in tambon prik of sadao was driving his pickup truck to send his friend, chamnan suwankruea, 42, an employee at the health promotion hospital , back home on a local road when a gunman on another pickup truck fired on him with m16 assault rifle. the assailants then fled.

mr songkran was shot in his head, torso and died instantly at the spot. mr chamnan was seriously wounded and taken to sadoa hospital.

police were investigating.

the criminal court on monday issued an order for the extradition of paul martin smithers, a british national, to britain to face rape charges at the request of the british embassy.

the british embassy on aug 28, 2009 sent a letter to the thai government requesting it to arrest smithers, who is wanted under a warrant issued by the cardiff crown court on rape charges, and to extradite him under the terms of the extradition treaty signed by the two countries.

smithers was arrested by police at suvarnabhumi airport on nov 2 last year.

he is to be extradited within 90 days of the court order.

stringent security measures have been in place in risk areas of bangkok, particularly at the embassy of israel, khao san road and sukhumvit soi 22 in bangkok, police chief priewpan damapong said on saturday.

pol gen priewpan said he had ordered the crime suppression division, metropolitan police and tourist police to ensure peace and order in these risk points.

he said people should not panic because police are capable of keeping the situation under control.

police detained a lebanese suspect suspected links to the hezbollah militant group at suvarnabhumi airport last night.

deputy prime minister for security affairs chalerm yubamrung said police have control of the situation and urged the public not to panic.

the situation was not as severe as initially feared, he added.

don mueang airport will be reopened for commercial flights on march 6, airports of thailand plc president anirut thanomkulbutra said on monday.

the airport was closed by the crisis flooding late last year.

mr anirut said only the eastern runway will be opened for use.

nok air, a low-cost airline, has confirmed it will move all its services back to don mueang airport, while orient thai, another low-cost airline, had yet to make a decision whether to return, he said.

in april, repairs will begin to the eastern runway at suvarnabhumi airport, covering an area of 1,620 square metres, with a budget of about 150 million baht. it is a routine major repair after five years of use, he said.

the repair work would be completed in 60 days and would not affect normal services of the airport.

there had been consultations with all groups concerned to prevent any problem of flight delays because of the repair work.
