rubber farmers in chiang rai and phayao have been warned about a gang that has set up a hoax tree-growing project and deceived people into paying them money.

pichaya yangyuen, of chiang rai’s forest management bureau no 2, said on sunday that reports had been received of the gang operating in the name of the royal forest department in the thoeng area of chiang rai province and districts of chiang kham, pong and phu sang in phayao.

the farmers were told the department had initiated a rubber tree-planting scheme to reduce global warming and the agency would pay each rubber-growing family 100,000 baht in assistance money to plant as many as 1,500 rubber trees. it was not clear where the farmers were asked to grow the rubber seedlings.

the victims were asked to hand over 500 baht to open a bank account and then deposit 30,000 baht into it to cover what the gang claimed to be ‘’operating costs’’.

several farmers discovered the hoax when they did not receive the 100,000 baht from the royal forest department. the gang disappeared with the money in their accounts, mr pichaya said.

there is strong possibility that the countryโ��s exports would expand by between 6.8 per cent and 13.7 per cent this year, the international trade studies centre at the university of the thai chamber of commerce (utcc) said on tuesday.

this projection was based on the hypothesis that the us economy would grow by 1.99 per cent, 0.18 per cent for the european community and 3.38 per cent for the global economy.

however, export expansion could be minus 3.13 per cent and 4.58 per cent, a record low in three years, if the us economic growth figures were minus between 1.18 per cent and 0.98 per cent, minus 2.32 per cent and 1.28 per cent in europe and the global economy grew by between only 0.78 per cent and 1.38 per cent, he said.

mr ath said 2011 exports went up by only 16.9 per cent as the figure was down to minus 6.8 per cent in the fourth quarter, due to the great floods.

thai goods with high potential to be exported more this year included automobiles and auto-parts, natural rubber, plastic pellets and chemical products, he added.

he said the risk factors that could derail export expansion this year were the global economic slowdown, caused by the debt crisis in europe, the government’s policy to float prices of lpg used by the industry sector to allow it to move in line with market mechanism and to increase daily minimum wage of workers to 300 baht.

these would relatively reduce trade competitiveness of thai manufacturers, he added.

strong economic fundamentals will help thailand from being severely affected by the ongoing global economic crisis, democrat leader abhisit vejjajiva said on sunday.

“the country’s financial and fiscal statuses are still strong. we also have strong trade competitiveness, particularly the food export sector.

“but the government must manage all risk factors in order to restore confidence of investors and this is very important matter”, he said.

mr abhisit said a large number of people were affected by the great floods and therefore, the government must provide adequate assistance to enable them to rapidly get out of difficulties.
