MPI dropped in December 2011

the manufacturer production index (mpi) for december 2011 stood at 139.78, down 25.8 per cent on december 2010 due to the impact of the recent great flood, apiwat assamaporn, deputy director of the office of industrial economics, said on friday.
the capacity utilisation of the industry sector for the month stood at 52.3 per cent as flood affected manufacturers were forced to close down their production lines, he said.
the mpi improved from minus 47 per cent in november 2011, showing a promising sign of recovery. industries that caused the mpi to be minus figures in december included automobiles, hard disk drives, electronics and air-conditioners, he added.
the production and sales of air-conditioners dropped 45.8 per cent and 52.2 per cent respectively because supply chain of the industry was also affected, said mr apiwat.
car production went down 30.4 per cent, while car sales fell 52.2 per cent, because of the same reason, he added.
he said the production of hard disk drive also dropped 55.7 per cent and sales of the product went down 60.5 per cent because the inundated industrial estates were major production bases for this industry.
however, the production and sales of cement went up 1.3 per cent and 4.9 per cent respectively, on the back of strong demand as people renovated inundated houses after the floodwater had receded.

Cabinet approves financial decrees

the cabinet meeting has approved issuing of four financial decrees relating to acquiring loans for rebuilding the country and flood prevention, atchaporn charuchinda, secretary general of the council of state, said on tuesday.
the four proposals were put forward by the strategic committees for rehabilitation and future development and for setting up a water resource management system.
they are needed to help restore the confidence of thai and foreign investors and to ensure the prevention of a recurrence of the floods in the long term, mr atchaporn said.
the council of state must give advice to the cabinet on whether the issuance of bills and decrees is constitutional. it was not clear why the announcement was made by the council of state and not the cabinet spokesman.
they decrees relate to the management debt owed by the financial institutions development fund (fidf), empower the bank of thailand to provide 300 billion baht for low interest soft loans for flood affected manufacturers, allow the ministry of finance to seek 350 billion baht in loans for financing projects to rebuild the country, and establishment of a 50 billion baht insurance fund.
“the restoration of investors’ confidence, the rehabilitation and rebuilding the nation and preventing flooding of future projects must be rapidly started and therefore the issuance of these four decrees is necessary,” said mr atchaporn.
the secretary general of the cabinet would submit these financial decrees to his majesty the king for royal endorsement, he added.

Call for blood donations

the thai red cross society has issued a plea for the public to donate blood because the amount held in store has dropped since the beginning of this month.
soysa-ang pikulsod, director of the national blood centre, said the supply was now limited to only 1,500-2,000 units of blood per day. since the beginning of january year the amount of blood received from donors has dropped to about 1,200 units per day.
at the same time, the needs of more than 100 hospitals in bangkok and other provinces had gone up to about 4,000 units per day.
the centre distributes 60 per cent of blood available to hospitals in bangkok and the rest to other provinces.
members of the public are asked to donate blood at the national blood centre on henry dunant road from 8am-4.30pm on monday, wednesday and friday; 7.30am-7.30pm on thursday and tuesday; and 8.30am-3.30pm on saturday, sunday and official holidays.
they can also donate blood at a mobile unit in each province.
